| Abstract: | Jako téma mé diplomové práce jsem si vybrala Státní službu. Cílem mé diplomové práce je uchopení problematiky státní služby z pohledu vývoje právní úpravy a z pohledu výkladu, vymezení a propojení jednotlivých institutů objevujících se ve vztahu k dané problematice. Má práce je členěna do 4 kapitol. V první kapitole jsem vysvětlila základní pojmy, které jsou pro pochopení mé práce klíčové. Ve druhé kapitole jsem psala o vývoji právní úpravy státní služby. Též jsem se zaměřila na aktuální právní úpravu a její základní principy, předmět a na klíčové související právní předpisy aj. Dále jsem psala o zhodnocení současné právní úpravy státní služby. Ve třetí kapitole jsem se zabývala služebním poměrem státních zaměstnanců. Zaměřila jsem se zde na přijetí do služebního poměru, na práva a povinnosti státních zaměstnanců ve služebním poměru a na změny a skončení služebního poměru aj. V poslední kapitole mé diplomové práce jsem psala o etické stránce výkonu státní služby, přičemž jsem se zde zabývala především etickými kodexy ve veřejné správě a samotné státní službě. |
| Abstract in different language: | As the topic of my diploma thesis I chose the Civil Service. The civil service is a key part of public administration. Public administration is, in essence, a service to the public. The performance of the public service involves a large number of employees. These employees are public sector employees and fall under individual legal regimes. The aim of my diploma thesis is to grasp the issue of civil service from the perspective of the development of civil service legislation and from the perspective of interpretation, definition and interconnection of individual institutes appearing in relation to the issue. My work is divided into 4 chapters. In the first chapter, I explained the basic concepts that are key to understanding. This is, for example, an explanation of the term "administration" and its division into private and public administration and state and self-government administration. I also focused on the concept of public service. In the second chapter I wrote about the development of civil service legislation. I also focused on the current legislation of the civil service and its basic principles, subject and key related legislation, etc. I also wrote about the evaluation of the current legislation of the civil service. In the third chapter I wrote about the employment of civil servants. I also wrote about employment, rights and obligations, changes and termination of employment. In the last chapter of my diploma thesis I wrote about the ethical side of the performance of civil service. For example, I dealt with codes of ethics in public administration. |
