| Abstract: | Tato diplomová práce je zaměřena na celkový přehled vyšších územně samosprávných celků v České republice. Pozornost je především věnována postavení a působnosti krajů. Úvodní část se zabývá vymezením nejdůležitějších pojmů, které souvisí s krajským zřízením. Včetně obecné charakteristiky obcí. Součástí úvodní části je také historický vývoj krajské správy, včetně reformy veřejné správy. Dále je práce zaměřena na právní úpravu územně samosprávných celků, zejména na zákon o krajích. Podstatnou částí diplomové práce je krajské zřízení, jeho charakteristika, postavení, právní úprava a především samostatná a přenesená působnost, včetně působnosti jeho orgánů. Cílem této práce je poskytnout čtenářům celkový pře hled o krajích se zaměřením na jejich postavení a působnost. |
| Abstract in different language: | This thesis is focused on the overview of higher territorially self-governing units in the Czech Republic. The attention is primarily devoted to the position and competence of regional authorities. The introductory part deals with the specification of key concepts related to the regional constituting, including the general characteristic of municipalities. Historical development of the regional administration, including its reform is part of the introductory part as well. Furthermore, the thesis is concentrated to the legislation of territorially self-governing units, particularly the Regional Authority Act. The substantial part of my thesis is regional system of government, its characteristic, position, legislation and primarily the independent and devolved power, including that of its organs. The aim of this thesis is to provide the readers with an overview of regional authorities with focusing on their position and competence. |
