| Abstract: | Příspěvek je řešen v kontextu plánované reformy společného evropského azylového systému. Nejprve je blíže vysvětlena reforma a její plánované fáze. Následně je vysvětlen postup určování příslušného členského státu Unie za účelem posouzení žádosti o mezinárodní ochranu podle v současnosti platného nařízení Dublin III. Zde je věnována zvláštní pozornost mechanismu pro včasné varování, připravenost a řešení krizí. Následuje pasáž s novým postupem podle návrhu nařízení Dublin IV. Zde je podrobněji rozebrána platnost a použitelnost nařízení pro členské státy EU a státy přidružené k dublinskému systému, a to rovněž v souvislosti s plánovaným vystoupením Spojeného království z Unie. Rovněž je zde nastíněn nový korekční přidělovací mechanismus, a to i s možnými podíly členských států EU na podaných žádostech o mezinárodní ochranu. |
| Abstract in different language: | The thesis is analyzed in the context of the planned reform of the Common European Asylum System. First, the reform and its planned phases are explained in more detail. The procedure for determining the relevant Member State of the Union for the purpose of examining an application for international protection under the Dublin III Regulation currently in force is explained below. Here, particular attention is paid to the mechanism for early warning, preparedness and crisis management. This is followed by a new procedure under the proposed Dublin IV Regulation. Here, the entry into force and applicability of the regulation to EU Member States and States associated to the Dublin system is discussed in more detail, also in the context of the planned withdrawal of the United Kingdom from the Union. Moreover it outlines the new corrective allocation mechanism, with possible shares of EU Member States‘ participation in international protection applications |
