| Abstract: | Diplomová práce se zabývá faktickým rozsahem "zahraniční politiky" spolkové země Bavorsko, ačkoliv je na základě článku 32/1 ústavy Spolkové republiky Německo tato pravomoc výlučnou kompetencí spolku. Cílem práce je zjistit, jak Bavorsko - bez použití pojmu "zahraniční politika"- vykonává neformálně zemskou zahraniční politiku na komerční a kulturně-politické úrovni pomocí zřizování nejrůznějších institucí (Delegace Bavorského hospodářství v Česko-německé průmyslové a hospodářské komoře, Česko-bavorská vysokoškolská agentura, Bavorské zastoupení v Praze). V práci bude poskytnut přehled institucí, které nepřímo plní zahraničněpolitickou funkci. Kromě toho bude analyzována jejich funkce, struktura a spektrum kompetencí. Z důvodu regionálního zaměření na Českou republiku jsou zároveň provedeny rozhovory s předními představiteli odpovídajících institucí v Praze a Plzni. |
| Abstract in different language: | The diploma thesis deals with the actual scope of the "foreign policy" of the Federated State of Bavaria, although on the basis of Article 32/1 of the Constitution of the Federal Republic of Germany this authority is the exclusive competence of the state. The aim of the thesis is to find out how Bavaria - without using the term "foreign policy" - informally pursues national foreign policy at the commercial and cultural-political level through the establishment of various institutions (Delegation of the Bavarian Economy in the Czech-German Chamber of Industry and Commerce, Czech-Bavarian University agency, Bavarian Representation in Prague). The thesis will provide an overview of institutions that indirectly fulfill the foreign policy function. In addition, their function, structure and spectrum of competencies will be analyzed. Due to the regional focus on the Czech Republic, interviews are also conducted with leading representatives of the relevant institutions in Prague and Pilsen. |
