| Abstract: | Pro zpracování své bakalářské práce jsem si zvolila téma: Etika úředního jednání. V současné době je etické chování úředníků a důvěra v jejich práci stižena řadou nedostatků. Dobré jméno úředníkům kazí především míra korupce a klientelismu. Ve své práci se proto věnuji jednak popisu etického jednání úředníka a principům dobré správy, ale také etickým kodexům z pohledu evropského práva a úpravou etiky Evropskou unií. Poslední část práce je věnována právě neetickému chování úředníků a jeho potírání formou legislativní úpravy. Cíl bakalářské práce spatřuji v analýze stavu veřejné správy České republiky a poukázání na důležitost etických kodexů a jejich pozitivní dopad na jednání úředníků veřejné správy. |
| Abstract in different language: | To prepare my bachelor thesis, I have chosen the topic: Ethics of official act. Currently, the ethical behavior of officials and the confidence in their work suffer from a number of shortcomings. The main consequence of corruption and clientelism is the negative impact on their reputation. In my work, therefore, I deal both with the description of the ethical behavior of the official and with the principles of good administration, but also with the ethical codes from the point of view of European law and the modification of ethics by the European Union. The last part of the thesis is devoted to the unethical behavior of officials and their fight in the form of legislation. The aim of this bachelor thesis is to analyze the state of the public administration of the Czech Republic and to point out the importance of ethical codes and their positive impact to the behavior of public administration officials. |
