| Abstract: | Tato bakalářská práce popisuje a porovnává nejprve principy etiky obecně a poté v souvislostech s veřejnou správou a právním státem. Zároveň se zabývá přesným a úplným popisem samosprávy jako základní struktury veřejné správy. Porovnávány jsou funkční a organizační principy a poukazováno na problémy, které v této oblasti samospráva obsahuje. Uvedeny jsou příklady, kdy může docházet k neetickému jednání, které se může promítnout dokonce i v trestně právní rovině |
| Abstract in different language: | This bachelor thesis describes and compares the principles of ethics in general and then in connection with public administration and the rule of law. It deals with an accurate and complete description of self-government as the basic structure of public administrativ, too. Functional and organizational principles are compared and the problems that the local government contains in this area are pointed out. Examples are given where unethical conduct can occur, which can be reflected even at the criminal law sanctions. |
