| Abstract: | Tato diplomová práce poskytuje základní vhled do problematiky právní regulace rozpočtových výdajů. Práce je rozdělena do čtyř základních kapitol. V první části práce se autor zaměřil na problematiku rozpočtového práva, vymezení souvisejících pojmů, právní zakotvení a na vymezení finančního práva. Druhá část práce pojednává o rozpočtové soustavě a jejím členění. Ve třetí části se autor věnuje veřejným rozpočtům, vymezuje základní charakteristiku a funkce veřejných rozpočtů. Dále se v této pasáži zaměřuje na tři hlavní veřejné rozpočty, a to státní rozpočet, rozpočty územně samosprávných celků a rozpočet Evropské unie. A v poslední části práce se autor věnuje mandatorním výdajům. V této části je nejprve zhodnocena stávající právní úprava "de lege lata" a následně autor představuje svůj pohled "de lege ferenda". K jednotlivým výstupům této práce patří snaha o nejlepší poskytnutí výkladu rozpočtových výdajů a jejich ekonomickým dopadům na fungování České republiky. Dále je řešena pandemická situace COVID-19 ve vztahu k rozpočtovým výdajům a dopadům na ekonomiku České republiky. |
| Abstract in different language: | This diploma thesis provides an elemental insight into the issue of legal regulation of budget expenditures. The author divided this work into four basic chapters. In the first part of the work, the author focused on the issue of budgetary law, the definition of related terms, legal grounding and the definition of financial law. The second part deals with the budget system and its distribution. In the third part, the author covers the public budgets, defines the basic characteristics and roles of public budgets. This is the part where he focuses on three main public budgets, namely the state budget, the budgets of local self-governing units and the budget of the European Union. In the last part of the paper, the author refers to mandatory expenditures. In this section, the current legal regulation "de lege lata" is evaluated first, and then the author presents his view "de lege ferenda". The individual outputs of this work include the effort to best provide an interpretation of budget expenditures and their economic impact on the functioning of the Czech Republic. Furthermore, the pandemic situation of COVID-19 in relation to budget expenditures and impacts on the economy of the Czech Republic is addressed. |
