| Abstract: | Práce se zabývá problematikou nezávislých správních úřadů, tj. orgánů, které nejsou plně odpovědné vládě a nejsou vázány jejími usneseními. Popisuje různé druhy nezávislosti, kterými mohou být tyto orgány vybaveny, v čem se nezávislostí vybavené orgány tolik liší a proč to není dobře. Také podala souhrnný výčet všech možných druhů nezávislosti, které se ve veřejné správě vyskytují. V neposlední řadě také navrhla možná legislativní řešení a stručně pojednala o potřebě ústavního řešení, které by nezávislé správní úřady sjednotilo. |
| Abstract in different language: | This thesis dealt with the issue of independent administrative authorities, i.e. those authorities that are not fully accountable to the government and are not bound by its resolutions. It described the different kinds of independence with which such authorities may be endowed, how those endowed with them differ so much, and why this is not a good thing. The work also gave a summary list of all the possible types of independence that are found in public administration. And last but not least it also suggested possible legislative solutions and briefly discussed the need for a constitutional solution to unite independent administrative authorities. |
