| Abstract: | Nejvyšší kontrolní úřad je nezávislým kontrolním orgánem, jehož existence se přímo odvíjí z ústavního zákona č. 1/1993 Sb., Ústava České republiky, kde je však tento orgán upraven pouze rámcově. Konkrétní podobu existence a fungování Nejvyššího kontrolního úřadu odvozujeme ze zákona č. 166/1993 Sb., o Nejvyšším kontrolním úřadu. Tato práce si klade za základní cíl to, aby podala ucelený přehled a rozbor postavení a působnosti Nejvyššího kontrolního úřadu, jakožto nezávislého orgánu s ohledem na formy činnosti veřejné správy vykonávané tímto nezávislým orgánem.Důraz je v práci kladen na popis jednotlivých forem činností prováděných Nejvyšším kontrolním úřadem. Je potřebné zdůraznit, že Nejvyšší kontrolní úřad nevyužívá všechny typy forem činnosti veřejné správy, o kterých je pojednáváno v kapitole čtyři, kde je podán výklad obecných forem činnosti veřejné správy. Cílem je poskytnout komplexní ucelenou práci, jejíž hlavním a stěžejním tématem jsou formy činnosti vykonávané Nejvyšším kontrolním úřadem. Snahou je, aby čtenáři byl poskytnut komplexní rozbor této oblasti činnosti bez toho, aby musel využívat současně více pramenů. |
| Abstract in different language: | The Supreme Audit Office is an independent inspectorate, whose existence is directly related to the Constitutional Act No. 1/1993 Coll. Constitution of the Czech Republic, where the latter is governed only by the general. The particular form of existence and functioning of the Supreme Audit Office derive from the Act No. 166/1993 Coll. On the Supreme Audit Office. This work has as fundamental objective is to submit a comprehensive overview and analysis of status and authority of the Supreme Audit Office, as an independent authority with regard to forms of public service activities performed by an independent body. Emphasis is placed on the job description of the different forms of activities carried out by the Supreme Audit Office. It should be pointed out that the Supreme Audit Office does not use all types of forms of public administration, which consists of the analysis in chapter four, where there is an interpretation of general forms of public administration. The aim is to provide a complete comprehensive work, whose main theme is central and forms of activities carried out by the Supreme Audit Office. The aim is that readers were given a comprehensive analysis of this area of ??work without having to use multiple sources simultaneously. |
